Despite the widespread acknowledgement of India’s weak state capacity and lack of accountability for service delivery outcomes, research on understanding the organisational dynamics of the bureaucracy and its ability to implement is relatively thin. The nature of the bureaucracy as an organisation – its institutional design, internal culture, decision-making systems – has a bearing on how they make reformatory choices and implement. While scholarship on accountability tools for citizen involvement exists, the connect between the bureaucracy and citizen demands in everyday practice is little understood. Accountability Initiative’s research on the bureaucracy and governance mechanisms is aimed at bridging these gap.
